A number of members of the District's "Citizen's Committee" quit well before the Committee generated its final report because it was apparent to them that the recommendations of the final report were a foregone conclusion. They have however remained silent because they all agreed in advance to abide by the entire Committee's proposal. That recommendation is embodied in the Johnson Controls report to the State for Comment and Review. It has some interesting information. For instance: Page 94 - After the Red Plan goes into effect, according to this report, Congdon Elementary will have a 55% minority population and Grant/Nettleton will have an 8% minority population. Page 40 - JCI reports to the State in its Review and Comment that 71% of Duluth district voters don't care whether there is a referendum or not. |
