ISD 709's troubling finances


It is not clear to what extent the School Administration's preoccupation with the Red Plan has caused it to ignore its fiscal duties but over the past three years several troubling financial trends have emerged. 

This brief analysis was put together by Duluth banker and former School Board member Richard Paulson. It shows 1. Continued deficit spending, 2. Unacceptable risks for School District deposits, 3. Growing insurance costs which have not been contained by bidding out medical insurance. 4. Severance obligations which have not been attended to.
